When an app is uninstalled Shopify immediately removes its ability to edit theme files so it's unable to remove any code that it added in when it was first installed. Because of this, Tabs includes a unique enable/disable system that allows it to undo any changes it made to the theme files.
Tabs must be disabled in all themes before it is uninstalled so that it can ensure all of its code is completely removed and that the theme files are returned to exactly as they were prior to the app being installed.
If Tabs is uninstalled from a shop without first being disabled for all themes it's very possible that app code will still be in the theme files and that tabs will continue to appear in the shop.

Review Shopify's app billing cycles
Make sure that you consider app billing cycles before you uninstall an app. Charges that are generated for an app appear on the following Shopify bill so it's likely to appear that a charge was made in error, especially if the app was uninstalled after the charge was generated but before the Shopify bill was sent.
For more information see our document explaining Shopify's app billing cycles.
